Sounds like thoughts that a stoic emperor might conjure during meditation. Considering the different sort of and amount of knowledge that was available at the time the self help advice offered is fairly reasonable for staying focused on what matters and on what's within one's control. Some, but not all of the advice is timeless. Some of the phrases such as mentions of Zeus and the gods are amusing and his awareness of atoms is interesting. Good to know what went on in the mind of an Roman emperor. Seems like he took care of business.
